Invitation to Tender: Evaluating Project Dewi’s Impact on Co-production in Wales

The Co-production Network for Wales is excited to announce an invitation to tender for the evaluation of Project Dewi, our 5-year programme aimed at embedding co-production practices within Welsh Public Services Boards (PSBs). This is a unique opportunity for an experienced evaluator to work with us on documenting Project Dewi’s journey and assessing its impact on PSBs across Wales.

About Project Dewi

Launched on St. David’s Day in 2021 and funded by the National Lottery Community Fund, Project Dewi is a 5-year programme dedicated to fostering meaningful community involvement within PSBs. Project Dewi has two core elements:

  1. Bespoke Support for PSBs: We work directly with three regional PSB clusters (North Wales, West Wales, and Cwm Taf Morgannwg) to advance their practice of engagement and involvement, supporting the shift towards fully co-productive public services.
  2. Shared Learning Network: A platform for knowledge-sharing, the Shared Learning Network connects stakeholders across Wales, providing resources and opportunities to learn about co-production and involvement.

Our approach with PSBs is immersive and hands-on: we work alongside PSB teams to build capacity, confidence, and relationships that will sustain co-productive practices long-term.

Why We’re Seeking an Evaluation Partner

As we enter the final year of Project Dewi, we’re looking to gain deeper insights into the project’s outcomes, challenges, and impact on Welsh public service culture. Specifically, we want to understand what has worked well, what could be improved, and how our methods and resources can support continued community-driven change. This evaluation will help us reflect on our progress, refine our strategies, and prepare for the future of co-production in Wales.

What We’re Looking For

We’re inviting proposals from evaluators with expertise in participatory, co-productive methods and a strong understanding of Wales’s public service landscape. The successful evaluator will help us explore key themes, including:

  • Project Dewi’s impact on PSB practices and community engagement
  • The effectiveness of our hands-on approach in different regions
  • Challenges faced in working with PSBs and how we’ve addressed them
  • Contributions to long-term cultural and organisational change within PSBs

The evaluation will engage with a diverse group of stakeholders, including PSB members, community representatives, Welsh Government, and the Office of the Future Generations Commissioner.

  • Budget: £10,000 (inclusive of VAT)
  • Deadline for submissions: 16th December 2024
  • Contract period: 1st March 2025 – 28th February 2026
